Hubbardston Planning Board Elects Munroe Chair, Endorses ANR Land Plan With Conditions

HUBBARDSTON — July 7, 2026 — Hubbardston Planning Board elected Kristofer Munroe as chair and conditionally endorsed an approval-not-required land division plan at its July 7 meeting. Munroe, who also chairs the Montachusett Regional Planning Commission, was nominated and voted in unanimously at the opening of the hybrid session, with William Homans, Alan Carpenter, and Francois Steiger all recording ayes on roll call. The board then voted unanimously to recommend a slate of inter-board committee assignments to the Select Board for formal ratification, including Munroe's continued MRPC chairmanship, Francois Steiger's dual seats on the Community Preservation Committee and Capital Improvement Planning Committee, and Munroe's return to the Town Administrator Search Committee after a prior candidate declined an offer and accepted another position. On the evening's main land-use item, the board authorized Munroe to sign an ANR plan under MGL Chapter 41, Section 81P — subdividing approximately 3.84 acres — on the condition that the applicant first revise the plan to clarify whether structures exist on the parcel; the board acted before a statutory default-approval deadline expired.
