Grafton Select Board Appoints Two to Capital Planning Committee, OKs FY26 Transfers

Select Board · Meeting of June 16, 2026

Grafton Select Board seats two new Capital Improvement Planning Committee members and approves FY26 interfund transfers. The board unanimously appointed John Paganelli, a supply chain operations manager, and John Lincoln, a software entrepreneur, to the CIPC after interviewing four first-time applicants. Sitting jointly with the Finance Committee in a roll-call vote, the board approved the fiscal year 2026 interfund transfer package — roughly in line with last year's approximately $350,000 total, according to Finance Committee members — after a line-item review that surfaced a resolved spreadsheet formula error and an autocorrect abbreviation of "sanitation" to "saint." The board also voted to begin advertising for three resident members to activate the Aid to the Elderly and Disabled Taxation Fund committee, authorized under MGL Chapter 60, Section 3D, which has sat largely dormant since town meeting accepted it in fall 2024 with only $600 in the fund.

Finance Committee member Heather McHugh received a proclamation recognizing 18 years of service.
