Douglas Stormwater By-law Committee Sends Draft Regulations to Planning Board for Review

DOUGLAS — March 17, 2026 — Douglas Stormwater By-law Committee unanimously advances 14-page draft regulations for outside review. The committee voted March 17 to forward its draft stormwater regulations to Planning Board, Highway Director Adam Furnow — who administers the town's MS4 permit — and outside consultant Nick, who helped write the underlying bylaw. Members made several final edits before the handoff, including broadening a single-family dwelling reference on page five to cover two-family structures as well, adding an explicit citation of the Massachusetts Stormwater Standards on page eight to cover language removed in earlier drafts, and inserting "Mass." before a handbook reference on page 10 to avoid inadvertent citation of any federal document. The committee then voted to adjourn and reconvene only after Town Meeting, when the enabling stormwater bylaw must first be adopted and cleared by the state Attorney General's office — a process members noted can take up to a year.
