DOUGLAS — March 18, 2026 — Douglas Building and Facilities Construction Committee agrees to draft its first formal capital needs plan. At the March 18 meeting, committee member John pressed colleagues to create a ranked, written inventory of town building projects after reviewing the committee's 2006 bylaw, which explicitly charges the panel with maintaining such a plan — a document no member could produce.
