Douglas Master Plan Committee approves three chapters, softens ADU support language. The committee voted unanimously at its July 15 meeting to approve the economic development, land use, and population and housing chapters of the draft master plan, clearing them for transmission to a graphic designer whose formatting template was also accepted. Member John Knight successfully moved to remove the word "strong" from a key finding stating there was "strong support" for accessory dwelling units, arguing the town's posture on ADUs was better described as state-mandate compliance than genuine enthusiasm — "the town felt like the state put a gun to our heads," Knight said of the rushed 2024 bylaw adoption.

The committee also changed two action items from directing the future implementation committee to "prepare" a housing production plan and "establish" an affordable housing trust, to directing it only to "explore" both, amid concerns about whether Douglas — at roughly 4 percent affordable housing stock against a 10 percent Chapter 40B threshold — has the infrastructure and community will to act. Member Bob separately reported the project's $115,000 loan balance has been zeroed out.
