WESTBOROUGH — The Westborough Community Preservation Committee voted unanimously to cut a proposed historic deed restriction on a Westborough TV window-rehabilitation grant from 30 years to 15. Chair Jim said the restriction stems from the state's anti-aid amendment, which requires safeguards whenever public funds benefit a private entity like the nonprofit, non-municipally owned Westborough TV. A Westborough TV representative identified as Leonardo argued for a shorter term, saying "cards on the table, we would hope for 10 years as a reasonable length of time," while member Mark warned refurbished windows "might not last another 30 years." The committee also voted unanimously to amend its project-application timeline and heard a first-look $80,000 request for a bridge replacement at the Bowman Conservation Area's Piccadilly Brook Trail, filed under recreation rather than open space.
Members separately debated how to handle a possible future funding request from St. Luke's church given church-state separation limits, agreeing to add a required "why" question to future grant applications.
