Charlton Conservation Commission gives Worcester Road owner 14 days to stabilize site

CHARLTON — May 13, 2026 — Charlton Conservation Commission orders Worcester Road construction site stabilized within 14 business days or face daily fines. Conservation and Stormwater Director Rose Conway read into the record a May 12 site inspection report by outside monitor Art Allen describing at least five acres of exposed, unstabilized subsoils draining toward a wetland at 253 Worcester Road, with a fallen silt fence and active gully erosion. Conway told the commission the site has been in violation of the town's stormwater bylaw since last year and that Charlton itself is at risk of violating its EPA MS4 stormwater permit. The commission voted unanimously to require the property owner to begin temporary stabilization and repair the silt fencing within 14 business days or face enforcement fines. In other action, the commission approved orders of conditions for a home addition at 27 Robert Boulevard on South Charlton Reservoir and a septic replacement at 18 Ramshorn Road — the latter with a special condition requiring wetland restoration before septic installation begins — issued three certificates of compliance, lifted an enforcement order at 18 Oak Ridge Drive, and voted unanimously to recommend two alternate members, Aljani Stanley and Nasheen Stepaninas, to the Select Board for appointment.
