NORTHBOROUGH — The Northborough Board of Health began exploring local licensing rules for massage and bodywork businesses after a resident raised concerns about unlicensed operations and possible human trafficking. The town's health agent told the board such places "can be commonly involved with that criminal activity" and said Westborough and a neighboring town already regulate the industry through business and worker licensing, background checks, and sanitation standards. The agent estimated four to five bodywork-type businesses currently operate in Northborough without local oversight.
The board, chaired by Vice Chair Dilip Jain, voted unanimously to renew a no-cost memorandum of understanding with the Massachusetts Health Officers Association for annual youth tobacco compliance checks. Staff also reported a drive-through flu clinic vaccinated 211 people and a town hall clinic served 59 despite only 44 scheduled appointments. The board asked staff to gather sample bodywork regulations from nearby towns ahead of a future meeting.
