Board of Health · Meeting of August 6, 2026

Oakham's Board of Health voted 3-0 to issue a cease-and-desist order against the owner of a heavily contaminated 42-acre property at 358 Coldbrook Road. Health Agent Richard Greene described eight-foot berms of buried tires, engine blocks and automotive debris found during a court-authorized inspection, calling the site "eerily quiet." A Worcester Superior Court judge granted the town an administrative inspection warrant on July 13 after Zobel Properties LLC failed to respond to two certified letters. Capital Environmental Inc.'s report found asbestos pipe, unlabeled fuel tanks and debris spilling onto adjacent land.

Chair Barbara Piucci, Vice Chair Lucille A. DiLeo and Clerk Elizabeth Weeks voted unanimously to adopt the order, which bars excavation or removal of materials without board approval. The order will be served within a week; a hearing is expected within a month.
