Northborough CPA Presents Three Preservation Projects Affordable Within Existing Reserves

Northborough's Community Preservation Committee pitched three CPA-funded preservation projects to Town Meeting, all payable from existing reserves with no free cash or new taxes required. Community Preservation Committee representative John Campbell told Town Meeting the projects all met state and local CPA criteria and carried strong community support, with each applicant returning to the committee with a reduced cost estimate. The most detailed project presented was the Northborough Historical Society's plan to restore 23 windows and 15 storm windows dating to the 1870s; the society cut its original $331,000 ask to $212,000 before the committee endorsed it.

Former Historical Society president Mike Duchesneau described windows so deteriorated that panes shake and at least 48 cracked panes have already been identified, with more expected once the contractor begins removal. Because the building is on the National Register of Historic Places, full window replacement is not permitted under historic guidelines.
