Grafton's Fall Town Meeting approved 15 of 16 warrant articles Monday, appropriating more than $4 million in transfers including a $1,250,000 fix for a health insurance budget shortfall. Town Administrator Evan told voters the town's move from the open insurance market to the Group Insurance Commission eliminated deficit exposure after a loss ratio over 100 percent drove rate hikes as high as 18 percent. Resident Gloria Paradiso urged "more transparency, more communication, and more oversight" of the town's second-largest budget line.

Voters also approved $195,495 in Community Preservation funds for drainage and curbing work at Roney Bridge Park and $22,517 for a new high school baseball scoreboard. A zoning bylaw amendment clarifying permitted uses passed 114-12. Article 16 was passed over, 101-22.
